"watch out for pedestrians crossing a road into which you are turning. If they have started to cross they have priority, so give way"The related guidance for pedestrians, rule 8, says:
"At a junction. When crossing the road, look out for traffic turning into the road, especially from behind you. If you have started crossing and traffic wants to turn into the road, you have priority and they should give way"Unlike some other areas (hello, Washington DC), UK drivers tend to ignore this rule. So many drivers ignore it that, for their own safety, pedestrians must assume that the cars won't give way. This leads to the negative reinforcement of drivers who would give way not giving way, because the pedestrians have decided to give way already.
Autonomous cars will fix this, and all other problems in the world.
